HOUSTON – Millions of people in southeastern Texas, including the Houston metro area, saw heavy rainfall Thursday as the threat for storms passed through eastern parts of the state.
Both Texas and Louisiana were on alert for damaging storms, but at least for the Lone Star State, the ingredients did not come together for a severe weather outbreak.
The FOX Forecast Center said instability was simply not in place for developing thunderstorms to take advantage of wind shear that was present in parts of Texas.

The month became one of the least active Novembers since 2000 for hail, damaging winds and tornadoes across the country.
The Storm Prediction Center received only 20 reports of tornadoes, 25 reports of strong winds and only five occurrences of sizable hail during the entire month.
The quietest November in the last few decades was in 2009, when about a dozen severe weather reports were received by the SPC.

The cold front triggering the wet weather worked eastward and created the threat for strong to severe thunderstorms along the Interstate 10 corridor on Friday into Saturday.
Enough of a threat was considered to exist, that the Storm Prediction Center issued a Tornado Watch late Friday evening for portions of Louisiana and Mississippi.
The Tornado Watch included Baton Rouge, New Orleans and Biloxi in Mississippi.
The watch box was in effect through the early morning hours of Saturday.
So far, the multi-day severe weather threat produced only a weak tornado near Poplarville, Mississippi, according to storm reports.
The weather system will likely be known for flooding rain and drought relief versus any severe weather.
Before the wet weather event, nearly 100 percent of the Bayou State faced drought conditions - a figure that has likely decreased with the beneficial rainfall.
